No, the City of Fredericksburg is an independent city. In Virginia, cities and counties are separate from one another. Stafford County does have many small towns and communities in its borders, such as Falmouth, Hartwood, White Oak, and Garrisonville. However, the southern half of Stafford does retain a Fredericksburg mailing address because the City post office originally handled some of Stafford County's mail.  North of the Rappahannock River, you are in Stafford County.  South of the Rappahannock, you are in one of two adjacent communities -- the City of Fredericksburg or Spotsylvania County.
