Boswell's Corner Redevelopment Vision

Opportunity:
Boswell's Corner is an economic opportunity area in Stafford County that is located along Jefferson Davis Highway, adjacent to Marine Corps Base (MCB) Quantico and I-95, and about 1 mile south of the new National Museum of the Marine Corps. The future personnel growth of Quantico - as mandated by the Base Realignment and Closure (BRAC) Commission Report, and the corresponding growth in the defense contractor network supporting the base, will necessitate the addition of office space in the area. BRAC movements necessitate new office space on Quantico, and off base for contractors and related service providers. The relocating agencies will bring over 2,700 jobs to the area (military, civilian, contractors, and students). A 719,000 sf office building is under construction on-base and road improvements to Russell Road, its ramps at I-95 and its security gates. Potential:
Currently, Boswell's Corner is an underutilized area with sparse and varied businesses and vacant lots. This condition has the potential to support needed commercial growth. However, in an unplanned environment, such anticipated intense development at Boswell's Corner could occur in a haphazard manner resulting in isolated or fragmented development.
The above rendering, a visioning document, shows an example of what could be created in this area. If realized, this vision could spur economic growth by providing a positive initial impression to visitors, and an inviting pedestrian environment for workers by connecting complexes and encouraging collaboration. Through County structuring of land use and design regulations, and through private sector participation, this vision will provide necessary space for commercial development and create a vibrant business community anchor for Stafford County.
